8. The Council approved the attached amendments to the regulations govern- ing the award of the King Edward VII Scholarships, as drafted by the Vice- Chancellor, subject to the approval of His Majesty's Government. (See appendix 2)

The Council further approved the making of like amendments in the regulations as to the President of China Scholarship.

9. The Council granted permission to the Rev. J. T. Holman to assist at all Sunday services at St. John's Cathedral during the period of his employment as Acting Registrar of the University.

10. The Council approved the following recommendation with reference to candidates' fees in the Matriculation and Local Examinations, as forwarded by the Matriculation Board and approved by the Senate on April 26th. 1923:-

that candidates offering more than seven subjects in the Matriculation and Senior Local Examinations or more than eight in the Junior Local Examination in November 1923, and thereafter, shall be charged

an additional fee of $1.00 for each subject so offered.

11. The Council approved a recommendation forwarded by the Matriculation Board in reply to a request from the Council dated October 13th. 1922, that in November 1923 and thereafter the payment of examiners' fees in the Matriculation and Local Examinations shall be according to the attached scale. (See Appendix 3.) 12. The Council considered a letter from Mr. B. G. Birch, Tutor in English, dated April 9th. 1923, intimating his inability to sign a second agreement with the University on the terms offered.

13. The Council decided that in future in the making of appointments to Junior Lectureships, applications from bachelors only should be considered: and farther that in the event of the marraige of a Junior Lecturer during the term of his first Agreement, he shall not during the currency of such agreement become entitled to any married allowances for passages, quarters or otherwise, nor to any extra privileges in respect of his wife.

14. The Council considered requests from Mr. B. G. Birch, Tutor in English dated April 19th. 1923, for a compassionate grant; from Mr. M. Danaher, Lecturer in Political Economy, dated May 4th. 1923, for half salary during voyage to England; and from Mr. R. Robertson, Lecturer in Political Science, dated May 10th. 1923, for six weeks full sterling salary, on the termination of their agreements, and decided that all three cases would best be dealt with under regulations of general applicability.

15. The Council decided that in future full sterling pay during the home- ward voyage (the duration thereof being taken in all cases at six weeks) shall be paid to members of the staff recruited in England who shall retire upon the satisfactory completion in due course of an agreement of service for a term of years.

16. The Council decided to ask the Secretary of State for the Colonies to act as Agent for the University in connection with the making of new appointments in England.

17. The Council approved a recommendation from the Finance Committee that the University, in respect of its holding of debentures of Hongkong Central Estates, Ltd., concur in the proposed scheme for the absorption of that Company by the Hongkong Land Investment Agency Co., Ltd., and decided that no individual action in the matter was necessary.

18. The Council took notice of the gift of the Hon. Sir Paul Chater Kt., C.M.G., on May 4th. 1923, of $250,000.00 for the general purposes of the University, and directed an expression of their warm appreciation of his generous gift to be forwarded to him.

19. The Council decided to send a delegate to the Fifth Congress of the Far Eastern Association of Tropical Medicine to be held in Singapore, in September 1923, and to invite Professor J. L. Shellshear, M.B., Ch.м-, to represent the University, his expenses not to exceed $750.

20. The Council approved the attached Note by the Vice-Chancellor on the conditions of service for members of the staff of the University, for circulation to candidates in England. (See Appendix 4)
